Another union office building (see 2), this one was constructed for the National Union of General and Municipal Workers to serve their 80000 members in and around Birmingham.  I guess it's no surprise that, in 2014, the building had been empty for a number of years as union membership declined.  The National Union of General and Municipal Workers became part of the GMB in 1982.
